OK, I'll take your word for it.  Actually, this is probably not a bug;
more a lack of understanding of what's going on (translate: plea for help).

As a 1st-time installer of TeX, I managaged to get thru the not-always-
crystal-clear installation instructions (FTP.nwc and various README's);
and got tex and dvips built and installed.  After a successful 'tex
dvipsk-5.521a/dvipsk/test', 'dvips test' produced:

mkdir: /usr/local/lib/tex/fonts/tmp: Permission denied

Naive question 1: why is MakeTeXPK invoked?  cmex10.tfm exists in
/usr/local/lib/tex/fonts.  (Really naive question: what in test.tex
requests this font?)

Naive question 2: why does MakeTeXPK try to put stuff in a "system"
directory?

Any help you can provide will be appreciated.
